








Busia Uganda, 5th November 2025: Kenya and Uganda held their inaugural Joint Technical Committee (JTC) meeting in Busia Town, Uganda, today. The JTC meeting marks a key milestone in the implementation of the Memorandum of Understanding (MoU) between the two countries in support of the sustainable urban development of the Greater Busia Metro (GBM) 2025–2028, signed in July 2025 in Nairobi.
The Kenyan delegation is led by H.E. Amb. Nakhumicha Wafula, E.G.H., Permanent Representative of Kenya to UN-Habitat, and includes participants from the State Department for Foreign Affairs, the Ministry of Lands Public Works Housing and Urban Development, the State Law Office, and the Busia County Government, led by H.E. Dr. Paul Otuoma, Governor.
The Ugandan delegation is led by H.E. Eunice Kigeni, Ag. Uganda High Commissioner to Kenya, and includes senior government officials from various ministries.
The two-day meeting will culminate in the signing of a tripartite MoU between Kenya, Uganda, and UN-Habitat on the 6th November, in support of the sustainable urban development of the Greater Busia Metro (GBM) 2025–2028. The signing of this MoU is in line with the bilateral agreement signed between the two countries in July 2025.
The holding of the JTC meeting has been made possible through the financial support of the UN-Habitat Secretariat. The UN-Habitat team attending the meeting is led by Mr. Oumar Syllah, the Africa Regional Director. Also in attendance are officials from the Africa Affairs Directorate, the State Department for Foreign Affairs, the State Departments for Housing and Urban Development, Lands and Physical Planning, the State Law Office, and the Ministry of Devolution.
